Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the introduction of a new comprehensive peace framework for ending the war appeared – briefly – to have been contained. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of contrasting events captured the grim essence of the outgoing year. By day, political struggles are fought: positive announcements are issued from multiple capitals. Immense energy is expended on restraining certain initiatives. By night, Moscow clearly shows the world that, for them, war remains the key method for achieving "settlement".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor rocket firings from across the border, a capability provided through current data. From vantage locations, military aircraft that had been dispatched to counter approaching aerial threats streaked across the sky – sophisticated military planes delivered to Ukraine by Western partners.
Soon thereafter, Kyiv's air-defence systems thundered: multiple launches targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably delivered by allied countries. Every firing creates sudden vibrations, rattling buildings. The moment of terror quickly becomes sober acceptance: maybe the hostile projectile won't cause damage this time, protecting urban areas from devastation and additional electricity failures.
Continuous Dangers
Following this, a heavy machine gun fired at a aerial vehicle in the vicinity, part of a mobile-fire group – probably Western-made equipment. Sadly, the bullets missed the enemy aircraft – it continued its flight toward its destination.
Periodically, this carried on until dawn. Kyiv faced the daybreak reports: multiple fatalities, devastation and heating outages in numerous residences as a result of the night's assault. As customarily, everyone still continued their routines – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on external assistance – a reliance that regional partners are demonstrably unable to fill in the near term.
Unsuccessful Negotiations
The detailed framework from American leadership sparked intense emotion, debate and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new proposal from American administration follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually secure success. This pattern will, no doubt, continue.
Political Considerations
It is tempting to accuse specific actors of repeatedly advocating Russian terms. But that does not seem to be the entire situation. Washington operates on a premise understood by seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The White House presumes that it is unrealistic to force Russia to surrender the areas that it presently holds in Ukraine's south or east.
The problem is that while acknowledging this situation, US leadership does little to discourage Russia, through statements or actions, from believing that the situation will not evolve additionally in its favour in the near future.
Conflicting Perspectives
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its allies are nearing depletion. Their reason to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's leader remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing people and territory but averting a entire defensive failure until conditions improve in its favour.
Existing Situation
Objectively, there are no genuine requirements for a ceasefire. Now, individual motivations are becoming relevant: leadership ambitions to negotiate peace and secure international recognition, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unsuitable, so that their focus does not move to homefront challenges. And although their task will now be considerably more difficult after current events, it remains very improbable that this will modify their basic position.
These opposing factors are guiding negotiations.
Conclusion and Outlook
It took a mere seven days to kill the 28 points of the latest plan. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, latest revelations, all served their function.
While new proposals based on old ideas are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and show specific hesitation to alter the situation, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, mainly require ongoing international assistance.
